libc.so.osf.1

Hello,

I'm a newbie in Tru64, so please don't laugh at me.
I've downloaded OSSC 5.1B, Gnupro and RPM. Now when I'm trying to install
something from OSSC using tachometer (or rpm) I get:

error: failed dependencies:
/bin/sh is needed by texinfo-4.0-4
/bin/sh is needed by texinfo-4.0-4
libc.so.osf.1 is needed by texinfo-4.0-4
libcurses.so.xpg4 is needed by texinfo-4.0-4

(in above example texinfo package is shown)
Some packets complain only about /bin/sh (twice, just like above) and
libc.so.osf.1.

I've read OSSC manual few times, but I still can't get it to work.
What am I missing?
