equivalent to .qmail for outgoing?

Is there a mechanism in place to allow mail destined to be sent from the
qmail box to a foreign mail server to be analyzed first?
i.e. if the outbound mail matches certain criteria, send it, or if it
matches other criteria, trash it.

Not exactly. The way this is usually done is with a qmail-queue wrapper, so
that the analysis and decision is made at message queueing time. The
QMAILQUEUE patch is helpful here, and Bruce Guenter's qmail-qfilter package
can make writing the wrapper easier.
