2.6S-1 FATAL: neighborsUdpPing: There is no ICP socket!

Hi all,

I have squid setup in the following scenario:

squid3 (listening on 3127)
|
dansguardian (listening on 127.0.0.1:8080)
|
squid (listening on 127.0.0.1:3129)

squid3 has no cache and icp_port 0 (although with icp_access allow
all). This worked well with 2.5-S12-14.
However with 2.6-S1 this leads to the following fatal error:

FATAL: neighborsUdpPing: There is no ICP socket!

To fix the problem I enabled icp_port.
