pmdf v6.2: %MAIL-E-READER, error reading message

I have a vague recollection of someone else reporting
this kind of problem some time ago but have been unable
to locate the relevant discussion.
Two of our users are reporting that Thunderbird
version 1.5.0.4 (20060516) on PCs running Windows XP Pro SP2
are having problems displaying some of their e'mail messages.
The messages have "%MAIL-E-READER, error reading message" as the
subject, no sender info and a date of 12/31/1969 7:00 PM.
Both users have a very large number of messages.
( >700000 and >2300000 blocks)
The user with the smaller number of blocks has less than a dozen
mail folders, the larger has several dozen, but they aren't nested.
Both use IMAP.
We use legacy VMS MAIL folders.
ANALYZE/RMS shows no errors in MAIL.MAI
What might be causing this problem and how might we recover from it?

My guess/recollection is that the IMAP server process is running out of
some quota, and that the problem is triggered by the overly large number
of messages in the folder in use. Not a lot, but I think it will get
you started down the correct path.

That's only two hundred thousand, so YES it should be much larger. For a
busy IMAP server or one hosting very large mailboxes (as yours would seem to
be) I'd be tempted to increase that by a factor of 10 (assuming you have the
pagefile to handle it). You should also check BYTLM, for which there's a
formula in Chapter 11 of the PMDF System Manager's Guide.

Somewhere, I have read (or been told) that pgflquota should be MAX_CONNS
* 5000 + 100000, but mine is set to nearly twice what that calculation
suggests. I don't know that I'd go for Jeremy's suggestion of 10 times
larger, at least initially, but doubling (assuming adequate pagefile and
real memory) would be a good start.

I have this set to 400000 on my small home server with basically only two
IMAP users, and I think it may be too small. Jeremy's suggestion of a 10X
increase is completely reasonable for a large system IMO.
