"SMTP client-side connection reuse. This can dramatically speed
up deliveries to high-volume destinations that have good and
non-responding mail servers."

Is that a typo (good and non-responding seem mutually exclusive)?

Nope.
This refers to a destination that has two sets of mail servers, some good,
some non-responding.
Think hotmail.

Maybe "both good and non-responding" would be clearer... I don't know.
