****** You must have in /usr/include /usr/lib the following files:
libwrap.a
tcpd.h
If these files are missing, the configure script fails. This happens
because the Wrappers install script tides up these files but are required
now to configure openSSH for Wrapper support.

I had installed tcpwrappers but libwrap.a was not placed in /usr/lib
