Inappropriate ioctl for device

I copied over user data from a old hard drive to a new one. After that,
whenever I try to run a cgi script, it gives me the error:
Inappropriate ioctl for device
While it's trying to write to a particular file. I look at the file. It's
there, writeable/readable by the cgi. The only way for me to fix this is to
delete the file and recreate it. The same permissions and everything. Now
the error is gone.
What's causing this error and how do I go about fixing it permanently? |

Could be a mismatch with old/new libraries |
that the cgi uses ?
use strace to see what ioctl is being sent. |
