Yup, it goes ...

i) commit
ii) apply DDL changes
iii) commit

.... so that a partial change to the data dictionary that fails can be
rolled back to the start of the DDL statement.

Hello

From documentation:

"DDL statements implicitly commit the preceding and start a new
transaction."

I assume they commit that new transaction which they started too ?
