Here is the answer I got from Oracle support:

Hi,
I was able to reproduce the issue. However, this has been filed as
bug:763407 - PDF OUTPUT DISPLAYS LINES EVEN THOUGH BORDERS ARE
DESELECTED that has been closed as not feasible . The workaround
mentioned is to use a line.

Borders in PDF with Reports 6i

Hi,
I have a layout with a field with its border line color set to black.
I need no borders on the right and left sides, so I unchecked these in
"Border" from the "Format" menu. My problem is that when I generate my
PDF (from server or Windows), my field has the 4 borders: top, bottom,
left and right.
Did anyone ever encourntered that problem ? If so, is there another
way to correct this apart from drawing lines instead of using the
borders ?
