Definitely TORA.
It is now a Quest product and hopefully Quest will actually
role it into their current offerings which are, unfortunately,
Windows-centric and thus of limited utility.

You can try JDeveloper 10g.
It has a lot of PL/SQL functions, even debug.
It's a great tool for PLSQL also, besides Java.
