Alt-F1 and Alt-F2 in Gnome

I am using Gnome 2.8 .
I moved the "Applications", "Actions" and other items of the top panel to
the bottom panel, and removed the top panel. Now, I find that Alt-F1 does
not show the panel menu, and Alt-F2 does not show the panel run dialog, even
though those shortcuts are correctly assigned in "Keyboard Shortcuts". How
can I correct this?
