Please help me to configure the dial-up connection.

Run pppconfig as root and follow the instructions. Then use 'pon' to start
the connection and 'poff' to stop it. If you need a pointy-clicky
interface install gpppon.

You should have been given an opportunity to run pppconfig during the
installation.

I'm using Debian "Etch" GNU/Linux distribution.I still connot figure
out how to configure the dial-up connection on Debian.I've used KPPP, a
dail-up tool for Debian, but an error message comes saying "KPPP
executable not found".
Please help me to configure the dial-up connection.

It is kppp not KPPP and you may have forgotten to install it..
Try
www.theory.physics.ubc.ca/ppp-linux.html
for another way.

Well if it says executable not found there must be a reason.

How are you trying to use it?
Did you click on an Icon or select from a menu or did you type kppp in an xterm?
Maybe we can take it from there.
