Is there a way one could determin which DNS server a PHP installation
was using to do such things as gethostbyname and gethostbyaddr?

Ideally, the solution would be cross-platform (eg. work on Windows and
Linux) and work in safe mode, but solutions that aren't are of some
interest to me, as well :)

PHP will use whichever one the server itself is using.

There wouldn't happen to be a way for PHP to know what the server is
using, would there be?

Nope, that's up to the OS, not a programming language (PHP or any other
one).

I should add - there are calls to the OS to determine which DNS is being
used, but nothing in PHP, AFAIK. You probably could do something like
execute nslookup and parse the return value, but what good would it do?
