Nope, that's up to the OS, not a programming language (PHP or any other
one).

I should add - there are calls to the OS to determine which DNS is being
used, but nothing in PHP, AFAIK. You probably could do something like
execute nslookup and parse the return value, but what good would it do?

Nope, that's up to the OS, not a programming language (PHP or any other
one).
