Job control refers to shell commands that allow you to deal with jobs as
a unit, and move them between foreground and background status on the
fly (e.g. typing Control-z to suspend a foreground job and then type
"bg" to move it to background).
In a shell without job control, you can run processes in the background,
but you can't then move them to the foreground. They just run
concurrently with the shell.
