To test if rbl's are responding to queries, you do it like this
(127.0.0.2 is always listed on almost all rbl's for testing purposes)

host 2.0.0.127.dnsbl.tqmcube.com
2.0.0.127.dnsbl.tqmcube.com has address 127.0.0.3
2.0.0.127.dnsbl.tqmcube.com has address 127.0.0.2
2.0.0.127.dnsbl.tqmcube.com has address 127.0.0.5

host 2.0.0.127.t1.dnsbl.net.au
2.0.0.127.t1.dnsbl.net.au has address 127.0.0.2

host 2.0.0.127.sbl-xbl.spamhaus.org

That rangers rbl is indeed not responding.

rblsmtpd does not care where the answer came from.

rblsmtpd surely does not care do SOA or A records exist for
sbl-xbl.spamhaus.org.
