To test if rbl's are responding to queries, you do it like this
(127.0.0.2 is always listed on almost all rbl's for testing purposes)
host 2.0.0.127.dnsbl.tqmcube.com

rblsmtpd does not care where the answer came from.
rblsmtpd surely does not care do SOA or A records exist for
sbl-xbl.spamhaus.org.

I cant tell if your answer is any better.
Which DNS server did u say responded to your inquiry? Why is this not
flawed?
