Why don't you ask *him*?

Off the top of my head, he might be worrying about race conditions (eg, two instances of the CGI program try to modify the same file at the same time). Impossible to know whether this is a real problem for you without detailed knowledge of your application... (BTW, that's just a comment - not an invite for you to *send* such details...)
