Any good old 486 Laptop will do for this. Plus it has a monitor built in.

ethernet ports and USB (1.1) amongst others.
I am in no way related with this company, but I would certainly advice
about these small and not really expensive computers. Perhaps they will
support the requirements of the original poster:

I am very happy with my net4801 and will buy more items from that

Oh, yes... these devices can be booted from a remote server as they
support PXE, or locally from either a Compact Flash or 2.5" HDD drive.
I feel it is an important issue for the original poster.

Almost any still working crap pc with netbootable ethernet card you
can pick up for nothing at the pavement will do. If you're thinking a
linux-onnastick type device... shop around but you might need to port
netbsd yourself.

What's the cheapest device I can buy that has ethernet, rs232 and will
run netbsd? It doesn't need a keyboard, screen, hard disk etc as long
as I can netboot it over ethernet. I just want to monitor a serial
port.
